Specifications include, but are not limited to: A. Furnish all personnel, equipment, materials, tools, supplies, transportation and appurtenances required for SSCs to perform services described herein and accordance with all current recommended guidance from the Centers for Disease Control and Prevention (“CDC”) and the STATE regarding COVID-19 physical distancing and mask requirements. B. Provide calling center(s) where all SSCs shall perform work. C. Provide SSCs who are prepared to handle difficult conversations and encounter persons who may be difficult to work with. D. Conduct, and ensure SSCs pass, a STATE-approved criminal background check prior to their employment as a SSC. E. Monitor the workload to recommend increases or decreases in workforce to the STATE, which may vary based upon the numbers of daily COVID-19 positive patients. a. If the need for SSCs is reduced due to lower numbers of daily COVID-19 positive patients, then the STATE may also decrease the CONTRACTOR’s workforce numbers at the STATE's sole discretion. b. If requested by the STATE, the CONTRACTOR shall decrease its workforce numbers by the second (2nd) working day following the STATE’s notification. c. If requested by the STATE, the CONTRACTOR may provide additional SSCs at its discretion within seven (7) days’ notice to implement the STATE’s request. F. Contact, interview, and provide information to all patients by telephone from the lists provided by the STATE on a daily basis. G. Provide current COVID-19 resource information to patients based on the STATE SSC Script (“script”) attached hereto as Exhibit “B.” H. Require all staff to sign the Disease Outbreak Control Division ("DOCD") Access and Confidentiality Agreement, Collaborating Partner Users (“Confidentiality Agreement”) a. The CONTRACTOR shall submit all signed Confidentiality Agreements to appropriate DOCD personnel prior to hired staff performing work. I. Require all staff to sign a DOCD Information Technology Acceptable Use Policy and Acknowledgment Agreement (“Acceptable Use Policy.”) a. The CONTRACTOR shall submit all Acceptable Use Policy forms to the appropriate DOCD personnel prior to hired staff performing work. J. Ensure that SSCs are: a. Making the surveillance sample call to the patient by telephone within twenty-four (24) to thirty-six (36) hours of receipt of the patient list provided by STATE. b. Determining the need for non-English language assistance. i. If non-English assistance is identified, SSCs shall report the need to their supervisor, and supervisor shall report the need, on the same day, to the STATE. c. Properly conducting the interview with the patient and collecting accurate data to complete the current Department of Health Human Infection with 2019 Novel Coronavirus Short Form (“short form,”) attached hereto as Exhibit “C.” d. Following up with patients, in an appropriate amount of time as determined by the STATE, if the patient does not answer the initial call.
