Specifications include, but are not limited to: • Providing incident alert and notification to those with operational responsibilities to expedite and maintain an enduring common operating picture (Note: Ada County already maintains technologies for public alerting and notification through dispatch, however, solutions for alert and notification among on-scene responders and multi-agency coordination system including key stakeholders across various organizations, groups, agencies, and locations is being sought. Community Mass Notifications products are not part of this scope and will not be considered as additions to the specified requirements.); • Utilization of multiple, redundant communications methods (text, text-to-voice, email) to ensure delivery of incident notification to those with operational responsibilities; • Capturing information needed for Incident Command System (ICS) and/or customized Emergency Operations Center (EOC) forms to enable development of situation reports and resource ordering/tracking; • Real-time information sharing to support mass casualty incidents and mass care operations, such as patient tracking or family reunification; • Interoperability with other software tools/systems to allow information sharing such as: WebEOC data; incident maps and video; and geographic Information System (GIS) products that analyze and display geographically referenced information such as status of infrastructure, debris and estimated damage, extent of threat or hazard, incident facilities, etc.; • Management of personnel and resources for planned events and large-scale training and exercises; • Extended, secure communications, ideally through integration of internet enabled devices (e.g., laptops, smartphones) with handheld radio; • Loading of standard operating procedures (SOP) and pre-scripted tasks (e.g., checklists) to be displayed in a user-friendly format to help guide response activities among those with operational responsibilities; • Ongoing technical support and software maintenance for duration of subscription or contract.
