Specifications include, but are not limited to: The Department of Administrative and Financial Services (Department) is seeking Master Planning Services for its Bangor State Facilities Campus housing the Dorothea Dix Psychiatric Center, the Elizabeth Levinson Center, and State agency offices and programs as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The State’s Bangor Campus includes the Dorothea Dix Psychiatric Center (DDPC); additional historic buildings housing State offices and programs; State-owned property on the east side of Hogan Road (Tax Map 71, Lot 9) currently occupied by the Elizabeth Levinson Center; and Saxl Park. The core buildings, built in phases between 1896 and 1935, were nominated to the National Register of Historic Places in 1987. The historic core of approximately 414,000 square feet of building space remains intact. A 2011 report, that will be made available to the awarded Bidder, made overall observations about potential future uses for the Bangor Campus but recommended that a professional Master Plan be pursued. In 2018, prior to master planning, approximately 2.7 acres was allocated for a privately developed building that became an annex of DDPC. Facility assessments were completed in 2022 for buildings managed by the Bureau of General Services, specifically: Buildings F and H, the “Green Barn,” and the former Inland Fisheries and Wildlife (IF&W) building. Facility evaluations will be required for the remaining buildings as described in Part II of this RFP. The master planning process will be staffed by the Department with participation from area Legislators, representatives of the City of Bangor, The Department of Health and Human Services (DHHS), the Superintendent of DDPC, Maine Historic Preservation Commission, the Maine State Historian, State agencies with offices or other facilities on the Bangor Campus, and others as identified by the Department. The Department expects the resulting Master Plan will prioritize DDPC and State agency space needs. The Master Plan process will include an existing condition analysis of the Dorothea Dix Psychiatric Center (DDPC) Buildings A, B, C, D, E, and K, a space program analysis, land use suitability analysis, and a future resource utilization study, considering: DDPC’s needs: compliance of space with regulatory requirements; efficient use of space and grounds; staff and patient safety; staff and patient comfort; effective medical and treatment spaces; security Existing and future State office needs Future land/real estate uses, preservation of open spaces Parking, traffic, transportation, and vehicle-related impacts Adaptive reuse of buildings Utilities and infrastructure; building/energy efficiency including reduced reliance on CO2-emitting fuels Municipal and regional connections Sequencing and phasing The awarded Bidder will engage with the community and collaborate with stakeholders, including but not limited to area Legislators, representatives from the City of Bangor, the Department of Health and Human Services (DHHS), the Superintendent of the DDPC, State agencies with offices or other facilities on the campus, and others as identified by the Department. A final report (in hard copy and electronic formats) will be provided to the Department following completion of the analysis of the property and use options described above.
