Specifications include, but are not limited to: The County seeks a qualified licensed health care organization to assess and provide competitive Employee Assistance Program (“EAP”) services and Department of Transportation (“DOT”) Substance Abuse Provider (“SAP”) services for its employees, both Fire, Police, Dispatch, and Detention (“Public Safety”) employees and non-public safety. Among the criteria to be addressed by interested vendors and then evaluated in this RFP process are: 1. Experience in providing EAP and SAP services; 2. Experience in providing Public Safety EAP and SAP services; 3. Cost and network availability for both EAP services and DOT SAP services; 4. Inclusion of standard provisions and any optional enhancements available to include specialty provisions for Public Safety EAP services; 5. Training available to supervisors and employees; 6. Virtual visits via mobile technology such as a phone app available to County staff and family members; and 7. 24-hour access to care via mobile technology.
