Specifications include, but are not limited to: The purpose of this Invitation to Bid (ITB) is to establish a Contract to perform data collection, analysis, and documentation services necessary for compliance with the National Environmental Policy Act (NEPA) for the Kinney and Humbug GNA Projects on the Detroit Ranger District of the Willamette National Forest (hereinafter referred to as “the project”). ODF and the U.S. Forest Service (“Forest Service” or “USFS”) anticipate that the project will be “categorically excluded” from an Environmental Assessment or Environmental Impact Statement, but this determination requires evaluation and preparation of a Decision Memo (DM) and project file as described at 36 CFR 220.6(e). The work includes but is not limited to development and producing a DM in accordance with such requirements. All work must be completed on this project prior to May 31, 2024.
