Specifications include, but are not limited to: The City of Silverton is soliciting proposals for consulting engineering and survey services to design sludge pump infrastructure at the wastewater treatment plant in Silverton, OR. The existing plant has 1 primary sludge pump in a small outbuilding with no room for an additional pump. The proposed project would replace the existing pump with two pumps in a new structure next to the existing pump along with piping improvements. The new building would include lighting, HVAC, and electrical. New electrical and control improvements would power the pumps and provide telemetry from the pumps to the existing SCADA system. The selected firm will complete surveying and engineering design the City can use to solicit contractors for a bid to complete this work. The design will be done by February of 2024 so construction can occur in the summer of 2024. Professional services that will be included in the agreement with the City are: a) A site survey of the portion of the wastewater treatment plant where the improvements will occur. Survey to include structures, utilities, and other information needed for a complete engineering design for the proposed project. Existing as-built drawings of the area and existing pump system are provided with this RFP for information. b) Civil, mechanical, electrical, and SCADA Engineering design of the proposed improvements that would result in a set of engineering drawings suitable for bidding purposes. c) Providing technical specifications with the drawings suitable for bidding purposes. The City has a standard set of bid procurement documents that will be a basis for the bidding documents. d) Assisting the City with the bidding process.
