Specifications include, but are not limited to: 1. Provisions for personnel (“circuit riders”) to approach small and disadvantaged systems in a systematic way to allow for maximum outreach potential. 2. Design and implement materials for dissemination to both community water systems and their users to educate and inform them of the subsidized funds available for drinking water infrastructure upgrades, including but not limited to the requirements of systems to secure such funding. 3. Utilize a two-tiered approach in post-outreach activities: a. Provide training and assistance to community water systems to apply for and secure Drinking Water State Revolving Funds (DWSRF). b. Liaise with the Capacity Development team in the DWGPD to discuss systems that might benefit from Asset Management Plans as one step in securing funding. 4. Track outreach efforts using replicable measures and document best practices. 5. Outline a two-year anticipated work schedule with specific, measurable goals in achieving maximum outreach to disadvantaged communities. This does not guarantee that the selected contractor in Year 1 will be automatically renewed for Year 2 activities. Renewal is based on satisfactory submission of all requisite documents in compliance with all federal and state regulations, and on feedback from CWSs on contractors’ outreach efforts through a simple survey conducted by the Capacity Development team in the DWGPD.
