Specifications include, but are not limited to: The purpose of this project is to reduce sediment transport to Lake Carmi in the town of Franklin by installing stormwater management practices on two private roads, Mullen Shore and Westcott Shore Roads. These roads were identified as hydrologically connected roads that required stormwater management to meet the standards described in the Municipal Road General Permit (MRGP). The designs and reports posted as attachments to the RFP on the Vermont Bid Site must be followed to implement this project. This project is supported by the Lake Champlain Basin Program (LCBP) "Leahy TMDL Implementation Dollars," federal dollars supporting implementation of the Phosphorus Total Maximum Daily Loads (TMDLs) for Vermont segments of Lake Champlain. Lake Carmi is within the Lake Champlain watershed and the Vermont Department of Environmental Conservation (VT DEC) also manages it with an EPA-approved Phosphorus TMDL.
