Specifications include, but are not limited to: 1. Conduct a literature review of background reference studies and other relevant documents/code as necessary to evaluate barriers to affordable housing in Lane County. A starting list of previous studies and actions is linked here. Synthesize the information into a report of no more than 10-pages for delivery the Board of County Commissioners. 2. Evaluate Land Use Code impediments at the State and County level that are preventing the efficient use of land within Oregon’s Statewide Planning Goals and provide recommendations for potential legislative action that could alleviate barriers to affordable housing. 3. Evaluate Building Code impediments at the State and County level that are presenting barriers to affordable housing. Specific emphasis should be placed on barriers to the construction of Accessory Dwelling Units (ADUs) and “Tiny Homes”. 4. Review processes at Lane County’s Land Management Division and Lane Code to answer the following questions: What processes in Planning and Building Divisions can be improved to speed the delivery and reduce the cost of housing? What substantive standards can be changed for review of housing proposals that will increase production and reduce costs? What Lane Code provisions can be changed to increase housing production and reduce costs? What are the relative priorities for making changes recommended based on the above? Lane County staff will be available for in-person or virtual meeting interviews as necessary to complete this analysis. 5. Review the current structure and staffing of Lane County’s Land Management Division and evaluate funding and staffing levels needed to process development applications within established processing timeline benchmarks. Consider new and anticipated legislation (including rules around Accessory Dwelling Units, the Governor’s executive order on housing production, HUD funding for rebuilding in the McKenzie Valley, and other relevant drivers. Lane County staff will be available for in-person or virtual meeting interviews as necessary to complete this analysis. 6. Present findings to the Lane County Board of Commissioners. The presentation may be given inperson at the Lane County Public Service Building during a Tuesday Board Meeting to be scheduled. The presentation can also be conducted remotely via Zoom.
