Specifications include, but are not limited to: • Update and analyze statistical information including demographic, economic, housing and build out data. • Conduct outreach to large landowners including Carson City, Western Nevada College, Carson / Tahoe Hospital, the Carson City School District and the State of Nevada to determine future development plans. • Prepare meeting noticing consistent with State and local law. • Provide for outreach and public engagement through a public survey, a project website, public workshops, as well as outreach to students at the college and outreach to large employers. Outreach will also include a workshop with the Planning Commission. • Once a draft of the plan is prepared, the consultant will participate in work sessions with staff and the Planning Commission to discuss the content. The consultant will also present the final plan to the Planning Commission and the Board of Supervisors. • The consultant will provide the City electronic copies of the final documents in both Microsoft Word and Adobe PDF format. Any mapping changes must be prepared in a manner consistent with the City’s GIS system. A draft version of the plan submitted for staff review should include notes, redlines, or other means of highlighting items in the current 2006 Master Plan that have been altered, relocated, or removed. • The consultant will prepare, with assistant from City staff, a presentation to the Planning Commission and the Board of Supervisors, recapping the process, public input received and discussion of items incorporated into the new document. It is anticipated the final document will be adopted in September 2025. The document must be prepared consistent with NRS 278.
