Specifications include, but are not limited to: The Executive Office of Health and Human Services (EOHHS) is issuing this Request for Applications (RFA) to solicit proposals from eligible MassHealth-contracted Durable Medical Equipment (DME) providers to provide DME to test enhanced supports for MassHealth Members whose wheelchairs need repair. The Community Provider Wheelchair Repair Program will establish a new community-based manual and power wheelchair Simple Repair option for Members using Community Providers. The program is designed to decrease the demand for Simple Repairs of wheelchairs for MassHealth Members by MassHealth-contracted DME providers, freeing their technician resources for more Complex Repairs. The Wheelchair Loaner Program is designed to enhance access for individuals who use wheelchairs by 1) augmenting the availability of loaner wheelchairs and 2) facilitating and supporting delivery and Pick-up of back-up manual or power Loaner Wheelchairs to Members who do not have a useable back-up chair to use while their primary wheelchair is repaired by a MassHealth-contracted DME Provider or a Community Provider. This solicitation is seeking applications from MassHealth-contracted DME Providers who wish to demonstrate their qualifications to support the Operations Manager in the implementation of the Wheelchair Programs. Provided that EOHHS determines that one or more applicants meet the qualifications detailed in the RFA, EOHHS at its option, may enter into a Wheelchair Program Special Conditions Addendum to the MassHealth Durable Medical Equipment Provider Contract (hereinafter, “Special Conditions Addendum” or “Addendum”) with the applicant(s) that sets forth the expectations for the MassHealth-contracted DME Provider(s)’ support of the Operations Manager and its responsibilities under the Addendum.
