Specifications include, but are not limited to: The financial consulting services support COR will assist the City with a variety of utility-focused financial studies and associated investigations over the term of the contract. Water, wastewater, and stormwater biennial rate setting assignments are anticipated in 2024 and 2026. Project assignments may include review of financial plans, resetting of utilty valuation based on replacement cost, updates to the cost of service methodology, review and updates to the System Development Charge (SDC) methodologies; development of revenue bond official statements for proposed utility revenue bond sales; and other financial services as may be required. Some of the specific services anticipated during the term of the contract are expected to include: Rate Setting Support Consultant will work with the City staff to review the financial plan and all assumptions, update as necessary, and develop rate schedules to implement the proposed revenue slopes for water, wastewater, and stormwater utilities. Additional assignments may include review of streetlight, city operations, or other fees and charges. Update Cost of Service Analysis (COSA) Models Consultant will assist the City staff in updating Salem’s Cost of Service Analysis. The COSA is scheduled to be updated in FY 2025-26 and may require additional policy review and update within the five-year contract period.
