Specifications include, but are not limited to: 5.1 General: The Clark County School District, herein referred to as District, is accepting proposals for electronic scrap recycling services. Services shall be required at various District locations. Services shall be provided in a manner that is consistent with recognized best practices in the recycling industry. Services shall be required throughout the entire year on an as-requested basis. The Supplier shall be responsible for coordinating and scheduling its work with the District’s Energy Management Department and it shall provide all materials, transportation, and labor to accomplish the requirements expressed herein. At this time, the District is not soliciting computer recycling services. 5.2 Specific Defined Tasks: The Supplier(s) shall perform, without exception, all of the following tasks: The Supplier shall from time to time collect, inventory, recover, remarket, recycle, or dispose of in an environmentally safe manner; IT equipment, televisions, carts, lead acid batteries, and other electronic items (collectively, the “Asset”) of the District under the terms and conditions of the Agreement and this Statement of Work. Supplier shall sort and segregate all electronic scrap materials received for recycling purposes to generate the maximum rebate available to the District for the materials the District generates. Electronic scrap or Electronic waste is a recyclable commodity and would be essentially any items such as electrical or electronic equipment that are unwanted, not working, or near their end of life. Examples of such items would be server racks, digital cable boxes, servers, modems, routers, network switches, circuit boards, cell phones, walkie-talkies, digital office phones, cell phone batteries, lead acid batteries, UPS batteries, modem li-ion batteries, Ni-MH batteries, electrical cords and cables, power supplies, UPS systems, transformers, projectors, printers, and Ni-CAD batteries. Supplier shall provide the District with all pallets and Gaylord (reinforced bulk cardboard boxes). All recyclable electronic scrap materials shall be at no cost to the District and any rebates generated from the recycling would be issued to the District. Supplier shall provide the District with all sales history regarding the electronic scrap materials. Supplier shall provide the District personnel access to; all completed sales, dates of receiving and completion, itemized breakdowns of every commodity, and the weights of each commodity. Supplier shall utilize the Department of Agriculture, Weights and Measures to certify the scales of all materials are weighed on at all of their facilities. All services provided to the District’s Sustainability, Energy, and Environmental Services are in accordance with all applicable, local, state, and federal laws. All units received from the District shall be properly recycled in accordance with all applicable local, state, and federal laws. Supplier shall provide the containers required for the electronic scrap materials at no cost to the District. The Supplier shall provide a contact person who can receive requests via email from the District Purchasing and Warehouse Department personnel or designee. 5.3 Acceptable Materials: Supplier shall indicate on Attachment B – Acceptable Materials which materials listed it will accept and indicate where these materials are currently sent for recycling. For each recycle group being proposed; provide a description of the recycling methods to be utilized and the ultimate destination of all items picked up. 5.4 Additional Information: The Supplier(s) shall provide, without exception, all of the following tasks: Supplier shall provide the District’s Energy Management Department with a certificate of destruction by serial number for electronic items (i.e. televisions, DVD players, etc.). Supplier shall dispose of all assets in compliance with all Environmental Protection Agency guidelines or any other applicable environmental law, order, guideline, rule, or regulation relating to hazardous or toxic waste disposal. After receipt and acceptance of electronic scrap materials, the Supplier shall inspect and inventory the assets and shall in a thirty (30) day period, provide the District with a certification of destruction which shall list the serial numbers for all electronic devices. Maintain a Southern Nevada Health District permit and business license to operate a solid waste facility which also allows for the disposal of electronic items. Supplier shall provide the District with up-to-date copies of permit and business license documents. Pick up recyclable materials from various locations throughout the District; all items shall be recycled in an appropriate and environmentally friendly manner. The District’s Energy Management Department personnel or designee will send an email to the Supplier to schedule pickups as needed, and the Supplier shall confirm receipt of the email request. The material for recycling shall be picked-up within three (3) business days. Supplier shall dispose of all assets in compliance with all Environmental Protection Agency guidelines or any other applicable environmental law, order, guideline, rule, or regulation relating to hazardous or toxic waste disposal. Supplier shall inspect and inventory the electronic scrap materials, within a thirty (30) day period, and provide the District with a certificate of destruction which shall list the serial numbers for all electronic devices. 5.5 Evaluation and Reconciliation: The Supplier(s) shall provide implementation procedures of the following tasks: Supplier shall segregate the District’s assets from all other assets stored at the Supplier’s facility. Supplier shall inspect and audit physical assets received from each load pickup. Supplier shall itemize assets with model number and serial number detail. Supplier shall erase data from all data-containing devices and provide certification of data destruction. Supplier shall provide the District a reconciliation summary report of asset content per load. Supplier shall provide the District an itemized report of the rebate amounts to be provided per load. 5.6 Acceptance and Risk of Loss: Transfer of title/ownership of the assets shall occur at the time the Supplier retrieves the assets from the District. Supplier shall make arrangements with its carrier for freight service from the District’s location to the Supplier’s location at no cost to the District.
