Specifications include, but are not limited to: 1. On-site support at Leominster City Hall, minimum of three (3) days per week (Tuesdays, Wednesday’s, and Thursday’s, 10:00a.m. to 3:00p.m). The same individual from the firm should be assigned to the Leominster account on an on-going basis to provide these services. The City will provide an office, desk, computer, etc., for said individual to carry out the required services. 2. Provide Assessing assistance as needed, via telephone and/or email, at other times during the work week when the Firm’s assigned individual is not on-site at Leominster City Hall. 3. Provide support for the preparation of all data/information for the annual Tax Classification presentation before the Leominster City Council, as well as prepping for potential Q&A by City Councilors at said Tax Classification Hearing. This will require the individual assigned to the Leominster account to be physically present for the City Council Hearing. This is an evening meeting; all such meetings typically begin at 6:00p.m. – 6:30p.m. (E.S.T.) 4. Assistance with the Massachusetts Department of Local Services’ Gateway system and the inputting of required information. 5. Assistance with balancing the Massachusetts Department of Revenue’s Fiscal Year Tax Rate Recapitulation. 6. Assistance with Appellate Tax Board cases. This may require the Vendor’s staff having to attend ATB Hearings in person if so needed. 7. General guidance on various Assessor topics as needed. 8. Oversight of Leominster Assessor’s Office staff’s assigned duties, tracking of said duties to ensure compliance with State regulations and that assigned work is being performed and completed. Reporting back monthly to the City Comptroller on status of work being completed or not. 9. Performance of all other duties typically carried out by a Massachusetts municipal Chief Assessor.
