Specifications include, but are not limited to: The purpose of this RFP is to solicit proposals from interested law firms to enforcecollection of past due State taxes, penalties, interest, fees, and other obligationsfrom out-of-state delinquent taxpayers. The goal of procuring the services of a lawfirm to conduct out-of-state lien enforcement services is to assist DOTAX inreducing the inventory of past due accounts and delinquent State of Hawaii taxesand collect revenue for the General Fund of the State of Hawaii. The successfulOfferor (hereafter “Contractor”) will collect the amounts owed to the State on acontingency fee basis under section 231-13, Hawaiʻi Revised Statutes (HRS), and also be required to keep and maintain records of all assigned accounts and to provide status reports of these accounts. The State shall not be responsible for any attorney fees, costs, or other expenses payable to the Contractor other than a contingency fee. Delinquent accounts referred will include but not limited to non-Hawaii-domiciled taxpayers with tax liabilities owing to the State.
