Specifications include, but are not limited to: • Establishes criteria for the types of projects that the initiative should support. • Identifies potentially qualified sites in the geographic areas provided by the county. • Identifies qualified developers with a successful track record in primary industry development and would be interested in participating in the site readiness initiative. • Recommends a menu of real estate options, with expert discussion and analysis as to the attributes of each, including but not limited to the right of first refusal, purchase, development agreement, etc. • Provides expert discussion and analysis of how agreements with potential property owners or primary industry developers could be structured. • Develops unique financial feasibility and incentives models that the county could employ.• Identifies financing options and recommends how they could be leveraged with existing site readiness funds (e.g., brownfield, PDI, environmental grants, etc.). • Recommends strategies and a timeline for future engagement with property owners. • In addition to this RFP, an RFQ is being issued for transportation and utility infrastructure recommendations. It is imperative that the successful respondents to both the RFQ and RFP work together closely and complete their respective tasks on a similar timeline.
