Specifications include, but are not limited to: The Massachusetts Department of Developmental Services (DDS) is seeking input from interested parties on a Residential Alternatives Pilot BID/RFR the Department plans to post on COMMBUYS in September 2023. The purpose of the Pilot is to support innovative alternative approaches to 24/7 residential services. The Department intends to fund four (4) programs, one in each DDS region. Each program will work with 4-5 families who are supporting their loved ones in the family home as an alternative to a placement in a 24/7 group home. The target population are individuals who have been prioritized by DDS as residential priority 1, but are not currently placed in a 24/7 residential program. Awarded bidders will be expected to create an integrated array of supports within a family home that will provide an alternative to a more restrictive residential setting. This service will provide the family/individual with a support structure based on a service delivery plan that is individualized to the individual and family’s needs, but managed, coordinated, and implemented by a designated multi-disciplinary team of professionals. The support team is led by a program director overseeing a small cohort of families (4-5) who are supporting their loved ones in the home. Teams will develop a regular schedule of support services based on a person-centered planning process and offer a variety of staffing options so that the individual/family may choose the types of providers they feel will best meet their needs. The team is expected to provide an array of in-home and community-based services to the individual to support the goals identified in their ISP, which may include services such as direct support, nursing, clinical case management, respite, transportation, and emergency phone consultation. The team will also be expected to assist the family is coordinating medical and behavioral care, supports provided through other public benefit programs or funded by private insurance, and generic community resources. The provider agency is responsible for hiring staff and ensuring the necessary staff is available to deliver the services as specified, including backup staffing and 24/7 emergency consultation services. Programs will also be responsible for the administration of flexible funding allocations.
