Specifications include, but are not limited to: The project will complete the Council Creek Regional Trail (CCRT) Project, creating a new approximately 6-mile, multiuse paved trail, including two pedestrian bridge structures, connecting Hillsboro and Forest Grove, and providing a safe off-street facility for users of all ages and abilities. The project area includes railroad right-of-way between Douglas Street in Forest Grove and Dennis Avenue in Hillsboro. The trail will extend east and west between the Hillsboro Regional Center (specifically, the Mark O. Hatfield Government Center Light Rail Station) and Forest Grove Town Center (Pacific University and downtown Forest Grove). The centers are major destinations for Council Creek Regional Trail potential users and for travelers in the Tualatin Valley Highway corridor. The trail alignment crosses thirteen major roadways and several local roadways and driveways. The arterial and collector crossings will not be included with this RFP statement of work. The enhanced pedestrian crossings at the thirteen major roadways are expected to be designed and constructed separately, but in coordination with this RFP statement of work, in advance of trail completion. Concept design work has been completed that included significant public outreach and preferred trail cross-sections for various sections of the trail. Details of the concept design work will be shared with the selected consultant for their use to begin the next phase of design.
