Specifications include, but are not limited to: The Contractor shall perform energy retrofits to fish hatcheries located in Anchorage and Fairbanks. The Department is requiring the following services: Investment grade energy audits and comprehensive energy services, design, financing assistance, installation, modification, and commissioning of new or existing energy systems, verification and reporting of energy savings and guarantee of energy savings. The Contractor will be required to guarantee energy savings and provide ongoing monitoring and verification services to document that the predicted savings are being achieved. The Department of Transportation and Public Facilities (DOT&PF) intends to contract with the qualified ESCO to accomplish energy services and performance contracts to State of Alaska owned Fish Hatcheries in three phases: A. In Phase I ESCO Services, the ESCO shall complete an Investment Grade Audit and Energy Services Proposal that identifies a cost-effective recommended project. Upon satisfactory completion of the Investment Grade Audit and Energy Services Proposal, the Contracting Agency shall have the option to execute the Energy Services Agreement. B. In Phase II ESCO Services, the ESCO shall perform all management, engineering, design, construction, commissioning, and training necessary to fully implement the Energy Services Agreement. C. In Phase III ESCO Services, the ESCO shall measure and verify the guaranteed energy and water savings.
