Specifications include, but are not limited to: Black Hawk County is soliciting proposals from qualified vendors to provide security services at the Black Hawk County Courthouse, 316 E. 5th Street, Waterloo, IA 50703. 1. It is the intent of this proposal to secure a vendor that can provide unarmed security services Monday through Friday from 7:15 a.m. until 5:15 p.m., and occasionally longer. 2. The public, along with the majority of courthouse personnel, will be allowed access to the building only by use of the parking lot doors, now known as the main entrance. A single entrance (not the main entrance) is operated under a card-activated security system and is designed for use only when the courthouse is closed. All exits are alarmed and equipped with panic bars. The main entrance will be staffed a minimum of five days a week (excluding days when Courthouse is closed) by unarmed security personnel. The duties of the unarmed security personnel will be to oversee security camera monitors, operate x-ray and walk through metal detector equipment, operate a hand-held metal detector, and shall include additional duties/enforcement in county parking lots. The unarmed security personnel will not be responsible for apprehending or subduing violators. 3. In the event of an evacuation of the Courthouse, the unarmed security personnel shall be responsible to: bring the elevators to the main floor and lock out, assist in making sure no one re-enters the building until an all-clear message is given, check stairwells for disabled/injured persons after evacuation is complete and assist in keeping the parking lot clear for emergency personnel. 4. Provide unarmed security personnel (1) at the main entrance of the Pinecrest location 1407 Independence Waterloo Iowa. 5. The vendor shall provide the county with documented background checks for all security personnel. 6. The vendor shall be responsible for the hiring, firing, replacement of personnel, disciplinary actions, payroll, scheduling and any and all personnel and administrative matters.
