Specifications include, but are not limited to: The Community Forestry Assistant (CFA) for SE Idaho will provide community forestry assistance to cities in Lemhi, Custer, Butte, Clark, Freemont, Jefferson, Madison, Teton, Bonneville, Bingham, Caribou, Bear Lake, Franklin, Bannock, Oneida, Power, Cassia, Twin Falls, Jerome, and Minidoka Counties in south central and southeast Idaho. 1.1 This is a priority task. Assist in the development and completion of inventories in at least two communities using Idaho Tree Plotter. Targeted communities include but are not limited to: Ashton, American Falls, Burley, Buhl, Driggs, Idaho Falls, Paul, Pocatello, Twin Falls and Victor. 1.2 This is a priority task. Assist communities within areas identified as “disadvantaged” using the Climate and Economic Justice Screening Tool (CEJST) with developing projects that will fit within the scope of IDL’s Inflation Reduction Act (IRA) proposal (at least two communities). Targeted communities include but are not limited to: Ammon, Ashton, Burley, Buhl, Driggs, Idaho Falls, Malad, Rupert, and Pocatello. 1.3 This is a priority task. Assist at least 2 cities with completing an invasive pest response plan. Targeted communities include but are not limited to: Idaho Falls, Pocatello, Twin Falls, Burley, Buhl, Malad, Ammon, and Ashton. Invasive Pest Preparedness Template will be provided by IDL’s COR once it is available. 1.4 Provide a higher level of community forestry advisory services, serving as qualified Urban and Community Forestry (UCF) staff, as defined in Community Accomplishment Reporting System (CARS), for targeted communities determined in consultation with Contracting Officer Representative (COR). Services provided may include 2-4 visits per year focusing on guidance on management program implementation, forest health evaluation, community forestry program administrative assistance, and education. 1.5 Assist communities with developing and/or updating tree protection ordinances and Urban Forest Management Plans. 1.6 Assist tree committees in communities where there is a strong program commitment to improve urban forest management efforts. 1.7 Promote the concept of strategically planting trees to maximize the benefits they offer to communities, be they environmental, economic, or social.
