Please note: This is a Sole Source Notification. The State intends to make a noncompetitive purchase for cell phones locked down using Samsung Knox MDM, along with an unlimited monthly plan, that will include calling, texting, and/or data. For the Knox technology to work as effectively as State needs, State purchases Samsung cell phones that are identified with a "Secured by Knox" partition. Since State does not need high-powered cell phones, just cell phones that can be tamper-proofed and locked-down, State uses the lowest-end model available. State will allow clients to purchase phones once they reach Level 2 in the Sex Offender Residential Treatment (SOTEP) program and the plans will gradually be privileged. Currently, State has 14 clients in Level 2 or higher and anticipates about 50% of the clients may be interested in purchasing the phones.
