Specifications include, but are not limited to: Little Rock Water Reclamation Authority (“LRWRA”) is seeking the services of a qualified contractor for removal and disposal of tornado-related debris along rightsof-way (ROWs) or easements over sanitary sewer lines and sanitary sewer manholes. The scope of services for this project includes: Clearing of tornado-related storm debris from an estimated 5,000 linear feet of 25-foot-wide ROWs or easements including those with priority in the areas indicated on the attached maps. Clearing of ROWs or easements beyond that shown in the attached map shall not be conducted without written direction from the OWNER or the OWNER’s representative. Cutting, removing, hauling, reducing, grinding and/or chipping debris. Disposing of white goods, construction and demolition debris, and vegetative debris from ROWs in accordance with all local, state and Federal regulations for storm debris. Adhering to all Federal Emergency Management Agency (FEMA) guidelines, practices, and procedures for removal of storm debris for a Federally-declared disaster area to include appropriate documentation for Federal reimbursement to the owner. 1. TDSR sites within the City may be considered but it will be the Contractor’s responsibility to request, permit, operate and maintain those sites and process all eligible storm debris. a. FEMA requires an environmental and historic preservation review (“EHP”) before utilization of any TDSR sites. b. LRWRA will not provide the Contractor potable water, sewage treatment, fuel, other utilities or other personnel, materials, or equipment to prepare or operate the TDSR if the Contractor chooses to use a debris volume reduction site. 2. The Contractor may consider the sites and if deemed necessary must consult with the LRWRA for prior approval. The Contractor will be responsible for all related fees and must provide all information necessary for any and all-permit requirements. 3. The Contractor will be responsible for maintenance and cleanup of those facilities, including any interior road(s), or the provision of stone or surface that may require stabilization for ingress and egress, during the entire period of debris hauling.
