Specifications include, but are not limited to: A. The vendor shall provide (a) tire service person(s) that is/are competent and adequately trained. The person(s) shall be subject to the same work rules and working conditions as those persons employed by IPTC. B. The vendor personnel shall be working in a service that is classified as “Safety Sensitive” and will be required to be subject to drug and alcohol testing that is compliant with the FTA programs specified un 49 CFR Parts 40, 653 and 654 as may be amended and any other testing that may subsequently be established or required by FTA. Certification of vendor’s program compliance with FTA rules/regulations is required by IPTC and must be delivered to IPTC prior to contract execution. C. The vendor shall provide personnel of their employment to provide for IPTC the services detailed herein. D. The vendor shall maintain a service presence at IPTC Monday through Friday of each week, and shall follow a Holiday schedule the same as, and of such work hours to support maximum vehicle accessibility for inspection, data collection and/or other required services as established by IPTC Maintenance Department Director, this includes vacation replace personnel. The vendor shall be required to provide services of: • Tire branding or other form of unique permanent identification that allow records to be established and maintained for each tire used in the lease for receipt, mounting, location in fleet during service, miles run, re-groove date, damages incurred, service retirement date, disposition date, and total miles of service for month, year, and life. • The submission of a total inventory reports each month reflecting the above listed information for each tire assigned to the lease for heavy-duty buses and forward to the IPTC Director of Preventative Maintenance and Repairs no later than the 15th of the month following the service being reported. • The vendor shall have an automated reporting tool that can be e-mailed and exported into Microsoft software. E. The vendor employee assigned to service will receive and stock all tires delivered to IPTC for the service of this lease, assigning upon stocking a listing on the inventory records and a location to be found for audit purposes. F. The vendor employee shall be responsible to make all tire to wheel mounting required for the tires used on this lease, balancing them before releasing them for use by the IPTC vehicle maintenance department. G. The vendor employee shall have certain mandatory checks to make and document on a scheduled basis. They shall include, but not necessarily be limited to: • Inspect and record tread depth on each IPTC bus one (1) time a month as a minimally acceptable standard. • Inspect the tire air pressure on each bus at least twice a month and adjust as needed. • “Trapping” the rear wheels (interior and exterior) of all buses to check for flat tires. • Cycle count of all assigned tires on a periodic basis to validate records. • Wheel/Rim inspection and servicing at the time of tire dismount and remount for damage, rust, valve stem conditions, paint finish, and aluminum rim polishing (either automated or manual) for all stocked inventory prior to releasing them for use by the IPTC Vehicle Maintenance Department. H. The conditions of employment for comparable work requirements for IPTC employees in the same area performing like work are: • Hourly rate: final hourly wage will be negotiated at the time of award. • Holidays (7) each year as published by IndyGo, and which are available on request. • Five changes of uniforms per week. With safety stripes or safety green. Safety shoes. No jeans, shorts, or t-shirts. • Two fifteen-minute breaks per shift and one-half an hour lunch break. • A copy of the most recent employee handbook will be provided to which the vendor’s employee will be subject. (Copy will be furnished to successful bidder.) • Must abide to all IPTC safety rules and regulations. I. The supplier shall perform all maintenance, wheel polishing, and repairs necessary to keep all tires properly inflated to manufactures (bus and tire) standards and free from defect. J. At no time will vendor personnel operate IPTC vehicles. K. Lessor shall assume responsibility for all materials, appurtenances, and warranty used in furnishing of tires, whether some are manufactured by the Lessor or purchased, readymade, from a source outside the Lessor’s company. L. During the term of the contract, the Indianapolis Public Transportation Corporation may purchase additional vehicles. If the Lessee so elects the Lessor will be required to provide tires for these vehicles. If the appropriate tires for these vehicles are of the same type already supplies to IPTC by the Lessor, the Lessor shall provide these tires in accordance with the contract.
