Specifications include, but are not limited to: The Matanuska-Susitna Borough (MSB) Solid Waste Division (SWD) operates the Household Hazardous Waste Facility (HHWF) at the MSB Central Landfill which is located at 1201 North 49th State Street, Palmer AK. The MSB is soliciting bids from qualified contractors to profile, package, label, manifest, transport and dispose of all material collected through the HHWF, as well as intermittent technical support with hazardous waste identification, bulking, and packaging. The contractor shall be liable to satisfy all applicable requirements of the Resource Conservation and Recovery Act (RCRA) as well as all other applicable federal, state and local requirements. A. The HHWF has limited capacity for oil and antifreeze storage. During peak demand, from May to October, oil pickups may be required bi-weekly and antifreeze pickups may be required on a monthly basis. Contractor shall collect used oil and antifreeze from the HHWF within 7 calendar days of request. B. Vacuum truck services (used oil, antifreeze, and contaminated water) may be scheduled Monday through Friday between 7:00AM and 5:00PM. C. The HWF stores oil and antifreeze in tanks inside of the facility. Liquids are removed from the two tanks via 2” camlock connections. Overflow oil and antifreeze and stored in 275 –gallon intermediate bulk containers. A stinger or similar means is required to remove oil or antifreeze from these containers. D. Contaminated water is collected in a 2,000 gallon sump inside of the HWF. A stinger or similar means is required to remove contaminated water from the sump. E. Used oil and antifreeze may be contaminated with water or other contaminants expected to be encountered in a HWF. F. Contaminated water is collected in the sumps of the HWF and may contain oil, antifreeze, or other material expected to be encountered in a HWF. G. Vacuum truck services will be requested when the following amounts are collected: Used oil – 2,000 gallons, antifreeze – 1,000- gallons, contaminated water – 2,000 gallons
