Specifications include, but are not limited to: The overarching objective of the Distribution System Master Plan is to investigate potential deficiencies or opportunities for improvements to the PWB’s mission of supplying reliable, high-quality water to Portland customers. These investigations will address all Oregon Administrative Rule (OAR) Chapter 333, Division 061, Section 0060 (5) master planning requirements except for the OAR requirements that have already been covered by PWB’s 2021 Supply System Master Plan and PWB’s 2020 Water Management Conservation Plan. PWB also aims to embed equity considerations into the development of the Distribution System Master Plan by centering the needs of Portland’s vulnerable and culturally specific communities. In preparation for this procurement action, PWB engaged in a thorough internal Scoping Process in 2022 to determine what, if any, additional scoping items, beyond responding to the requirements of the OARs, to include in the statement of work for this Qualification Based Selection Request for Proposal (QBS-RFP).
