Specifications include, but are not limited to: The North Dakota Department of Public Instruction (the STATE) is soliciting proposals to develop a pool of highly qualified grant professionals to provide grant research, writing, and submission services on an as-needed basis to assist NDDPI with grant application opportunities. Using an inclusive and collaborative process, the North Dakota Department of Public Instruction (NDDPI) and the Strategic Vision for PK-12 Education Steering Committee have developed a Strategic Vision Framework to define the strategic work of the department over the next five years. Resources and staff are aligned toward these strategic initiatives. Long-term outcomes for students 1. Increase students who enter kindergarten prepared to learn and increase the number of kindergarten classrooms that meet the needs of every learning. 2. Increase students who demonstrate reading proficiency in 3rd grade. 3. Increase students who meet expected learning gains each year. 4. Increase students who engage in learning. 5. Increase students who graduate Choice Ready. 6. Reduce the disparity in achievement for students with disabilities, students in poverty, and Native American students. Focused effort within these strategic themes • Quality early childhood experiences • Support for safe and healthy behaviors • Career awareness, exploration, and development • Quality education personnel • Quality student-centered instruction; 1. Preplanning and strategy for the grant proposal response. This includes, but is not limited to: a. Identify the objectives of the grant, what it intends to achieve or support, and who it is available to b. Determine the amount of funding available, allowable uses of funds, and whether it is an ongoing grant opportunity c. Review the grant application guidelines and time specific requirements for requesting funds, reporting, and performance period(s) d. Advise the STATE of issues and/or concerns in relation to the specific project and grant application e. Assist with determining STATE needs for staff to support the grant and what ongoing maintenance is necessary for the grant f. Gather data (locate, identify, research, collect, and analyze) for application preparation g. Develop language for the grant application narratives and data (i.e., charts, tables, and diagrams to illustrate data) 2. Prepare grant application with all required documents and budget considerations. This includes, but is not limited to: a. The timeline to write the grant application (will depend upon the deadline dates) b. Define the goals the STATE plans to achieve through the grant c. The measurable methods by which the grant opportunity will be monitored d. Outline what processes or requirements are necessary for each phase of the grant opportunity
