Specifications include, but are not limited to: The State of Oregon, acting by and through the Department of the Public Utility Commission, (“Agency”), is issuing this Request for Proposal for Consulting Services ; IRP Coordination Upon execution of contract, Contractor will meet with Agency Staff and other consultants within 5 business days to discuss prioritization and assignments of tasks, overall strategy, and analysis to be accomplished during term of contract for review of IRPs and CEPs. Contractor will have monthly check-in meetings with Agency Staff leadership, and DOJ as requested by Agency. IRP Initial Gap Analysis Within six weeks of the assigned IRP/CEP filing the Contractor will conduct an analysis assessing the strengths and weaknesses of each IRP/CP vis-à-vis the PUC’s IRP guidelines, relevant previous IRP orders, and PUC CEP checklist. This analysis will be completed for internal usage by Agency Staff and other consultants to refine and prioritize assignments and strategic approach to IRP comments. Contractor’s analysis should also include any suggested remedies, including but not limited to, additional analysis, new or updated sensitivities. IRP Assignment for Comment Contractor shall utilize its expertise to develop comments that Agency staff will use in filed comments. Potential topics for assignment can be found in the RFP, Section 2.3,“Overview & Purpose”. There are two rounds of comments for which the Contractor is responsible to file completed document three-weeks prior to the filing deadline. Agency will direct the analysis contained in Deliverables and the Agency may choose to use or edit Contractor comments prior to publish however the Agency deems fit. The Contractor shall file, through Agency Staff, Information Requests (IR) as necessary to develop comprehensive comments on the Contractor’s assigned topics. All interactions with stakeholders and utilities will be through or conducted with Agency Staff.
