Specifications include, but are not limited to: a. The County expects the bidder to review existing documents and conduct a hydrographic/engineering study that results in a comprehensive report containing the following information: i. Characterizes the lake’s current conditions ii. Identifies problems, impairments and threats to the lake’s ongoing use iii. Identifies potential causes or sources of the above iv. Determines if AJ Jolly Lake needs restoration or management measures at this time. If restoration is needed: 1. Recommends appropriate depth restoration for long term sustainability and best method(s) to utilize while considering cost and environmental impact 2. Recommends volume of sediment to be removed, best method(s) for removal, analyses sediment content and recommends best use of spoils and/or method of disposal 3. Cost estimate for restoration project b. The County expects the bidder to provide an ongoing Lake Management Plan for AJ Jolly Lake so after restoration efforts are complete (if needed), AJ Jolly Lake will be maintained as a primary contact recreational lake well into the future. The Lake Management Plan should include: i. Recommendations to prevent future sedimentation ii. Recommendations to improve overall ongoing water quality and fish habitat iii. Recommendations for shoreline improvement and erosion prevention iv. Recommendations to address any issues with utility lines in the lake v. Recommendations to address any issues with AJ Jolly Lake Dam vi. Proposed project timeline and optimal project staging vii. Cost estimate for annual lake management plan
