Specifications include, but are not limited to: The purpose of this Request for Proposals (RFP) is to provide interested consulting firms with enough information aboutthe professional services desired by the Bismarck-Mandan Metropolitan Planning Organization (MPO) for the followingproject:Safe Routes to Services/Complete Streets StudyThe MPO is requesting services to complete a study to aid in the development of a comprehensive, integrated multi-modaltransportation network to allow for safe travel within the communities of Bismarck, ND and Mandan, ND, for all users,including those populations of a traditionally underserved, vulnerable, disabled, or disadvantaged status. This study willaddress capacity building elements in a transportation context to provide an understanding of the community andtransportation network conditions within areas that may have populations of a traditionally underserved, vulnerable,disabled, or disadvantaged status or may have Environmental Justice concerns and to essential destinations which may lieoutside such areas. It will identify safety, connectivity, and equity concerns, and will provide recommendations regardingpolicies, transportation services, programs, procedures, design standards/guidelines to enhance transportation options fordisadvantaged communities relative to the essential services they depend upon. The Safe Routes to Services/CompleteStreets Study will be conducted in cooperation with the City of Bismarck, the City of Mandan, the North DakotaDepartment of Transportation, the Federal Highway Administration (FHWA), and the Federal Transit Administration(FTA).
