Specifications include, but are not limited to: The State’s goal is to set forth a more uniform, regular process for purposes of establishing and maintaining a pool of pre-qualified retail electricity and natural gas suppliers for extended periods of time. The State’s intent is to encourage supplier participation and competition by reducing the amount of time that is required for the execution of actual pricing events. This will be accomplished by separating the State’s qualitative requirements for pre-qualification from the quantitative requirements that are associated with each energy bidding process. Pre-qualification cycles will be calendar based with multi-year periods of pre-qualification; pricing events may occur at any time during the year.
