Specifications include, but are not limited to: 1.1. This request for proposal seeks to establish contracts with individuals or companies to instruct Incident Command System course as requested by the Vermont Emergency Management State Training Administrator. 1.2. Course delivery will occur on dates and at locations throughout Vermont. Instructors will be provided no less than 5 and no more than 40 opportunities to instruct within one (1) year. All Incident Command System (ICS) course teaching opportunities will be emailed to a list of qualified instructors as soon as possible following scheduling. Instructors will have the option to accept or decline any opportunity. If more instructors accept than are needed, the State Training Administrator will determine who will be chosen based on instructor cost, qualifications, contract balance, and audience. 1.3. Courses to be provided within this contract include: • Incident Command System 100 • Incident Command System 200 • Incident Command System 300 • Incident Command System 400 • Incident Command System 402 • Incident Command System/Emergency Operations Center Interface G191 • Incident Command System Train the Trainer L449 • Incident Command System Position Specific • Incident Command System Development Projects at the request of Vermont Emergency Management 1.4. Instructors agree to teach courses in alignment with current FEMA standards for material, content, and required delivery hours. 1.5. Instructors must meet the Vermont Emergency Management NIMS ICS Instructor Qualifications, outlined in the attached document, when bidding on this contract. Vermont Emergency Management, as the certifying agency, reserves the right to make the final decision on qualifications of instructors. Individuals and organizations bidding on this contract must submit documentation of instructor qualifications, including a resume and corresponding certifications, for each potential instructor and course.
