Specifications include, but are not limited to: It is the intent of this Invitation to Bid (ITB) to receive bids from qualified Proponents to perform fleet inspection services on the Regional Transportation Commission of Southern Nevada (RTC) fixed route and paratransit revenue fleet RTC-owned vehicles. a. The following Scope of Services will be used to conduct vehicle maintenance compliance reviews three times annually (approximately every September, January and May). At each maintenance compliance review, approximately 10% of the total fleet will be inspected based on vehicle selections made by RTC Project Manager (encompassing a mix of all model years) along with the maintenance records for these vehicles. b. The purpose of a random review is to ensure that the inspections take place at a time that reflects the typical maintenance operation. RTC and the successful Service Provider for this contract will develop the maintenance compliance review schedule in advance however, each RTC contractor will be notified of the impending inspections no sooner than five (5) working days prior to each maintenance compliance review. c. Transparency and consistency are critical to the maintenance compliance review process. Therefore, the successful Service Provider for this contract will utilize the same project manager who will also conduct the records examinations to ensure uniformity for all reviews throughout each annual three-inspection cycle. d. Critical Category ("A") defects (safety related) will be communicated in writing to the corresponding RTC contractor and to RTC immediately after being identified; all other defects will be disclosed in writing to the different contractors and RTC at the end of each inspection day. A comprehensive assessment report containing all findings will be forwarded to RTC at the conclusion of each maintenance compliance review. Prior to the initial review cycle, RTC staff will conduct a vehicle orientation for the inspectors so that they are familiar with the vehicles' features and controls. e. Each inspection will encompass 10% of the entire fleet and will be based on vehicle selections made by the RTC (encompassing all model years) for a complete inspection and records examination. In order to perform completely random reviews, a small number of vehicles could possibly be inspected more than once during an annual three-inspection cycle. Out of the 10% of the fleet being inspected at any given time, 100% will also undergo a road test.
