Specifications include, but are not limited to: Among other things, the engagement will include consulting services related to the following areas: 1. Performance incentive mechanisms and performance metrics; 2. Performance targets and goals; 3. Multi-year rate plans; 4. Financial rewards and penalties; and 5. Performance tracking and reporting requirements; Specific tasks for the consultant may include, but are not limited to, the following: • Reviewing and critiquing all pertinent proposals related to performance-based ratemaking and, as relevant, developing proposals on behalf of the Department, • Preparation of interrogatories and participation in other discovery activities, • Participation in technical sessions and settlement discussions, • Preparation and submission of direct and, if needed, rebuttal testimony, • Preparation of responses to interrogatories, and • Attendance at hearings for live testimony and cross-examination.
