Specifications include, but are not limited to: The State of Oregon, acting by and through the Water Resources Department(“Agency”), is issuing this Request for Proposal under the provisions of ORS 279B.060 for the installation of Observation Wells in the Walla Walla Basin and Umatilla County. The goals of the Umatilla County Shop Observation well installation project, are to: - Collect representative cuttings from the boreholes to define site stratigraphy - Conduct borehole flow tests during drilling - Complete up to 4 observation wells for the purpose of long-term water level monitoring; The Umatilla County Shop Observation Wells Project include the installation and development of multiple wells completed at different discrete depths by an Oregon-licensed and bonded Water Supply Well and/or Monitoring Well Constructor (dependent upon the type of well proposed and installed) contracted to OWRD. All work shall be conducted according to established, professional well construction standards and in accordance with the applicable Oregon Revised Statutes (ORSs) and Oregon Administrative Rules (OARs). The Well Constructor shall conduct work in a manner that prioritizes the health and safety of all site personnel and the protection of the groundwater resource. Should any health and safety or groundwater resource protection concerns conflict with elements of this technical specification, the Well Constructor shall request clarification from OWRD before proceeding.
