Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking proposals to provide a fiscal agent to develop, implement, and maintain the activities of the Healthcare Coalition (HCC) of Maine as defined in this Request for Proposals (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Department is dedicated to promoting health, safety, resiliency, and opportunity to all Maine Residents. The Department’s Maine Center for Disease Control and Prevention (Maine CDC) provides the leadership, expertise, information, and tools to assure conditions in which all Maine people can be healthy. Hospitals and healthcare facilities typically operate independently and in direct competition of one another as they provide care to people in communities across the State. The Administration for Strategic Preparedness and Response (ASPR’s) Hospital Preparedness Program (HPP) provides leadership and funding through cooperative agreements to states, territories, and eligible major metropolitan areas to increase the ability of HPP funding recipients to plan for and respond to large-scale emergencies and disasters. HPP is the primary source of federal funding for healthcare system preparedness and response and, in collaboration with state and local health departments, prepares healthcare delivery systems to save lives through the development of HCCs. Develop, refine, and/or sustain the State’s HCC by forming a collaborative planning group consisting of Healthcare Organizations (HCOs) as well as non-HCOs and their respective public and private sector response partners. Conduct a Hazard Vulnerability Analysis, annually, to identify those hazards that are deemed likely to affect the healthcare delivery system in the HCO’s geographic region. Identify and prioritize essential healthcare assets and services report needed by the HCO’s members during an emergency. Determine gaps in the HCC’s preparedness and identify resources for mitigation of these gaps by conducting an annual resource assessment. Coordinate and assist in the provision of training to healthcare responders and supporting agencies to provide the required knowledge, skills, and abilities needed to prepare and respond to a disaster.
