Specifications include, but are not limited to: 1. Waste in Place Municipal Solid Waste Cell. a. Determine baseline on the first of the fiscal year prior to opening for business that day. (Dates and times may vary). Include 100 ft. perimeter around the waste as coordinated with the Landfill Supervisor semiannually. b. Survey waste in place before opening time on the first of the month (Typically surveys begin at 06:00 AM). Note: Temporary cover tarps will be removed by 7:00 AM. Winter should be considered for low light levels although light plants will be running. Typically, the survey is conducted over the tarps and prior to 07:00 AM. Survey must be completed before landfill opens, currently 08:00 AM, 7 days a week. c. Current footprint of Cell 4 is 5.87 acres, this will increase in size to approximately 10 acres over 7-8 years, see attachment #1. d. The following standards are set forth In order to ensure surveys meet the standard: i. Equipment should be survey grade. ii. The survey rod should have base leg or other device to limit travel of the rod into the soil to reduce possibility of inaccurate readings due to deep penetration into loose soils. iii. The Central Landfill control datum as Identified on the survey control drawing (SCD) is as follows • Horizontal: NAD 83, Alaska State Plane Zone 4, U.S. Survey Feet • Vertical: NAVO 88, Determined by NGS OPUS Geold 12A.
