Specifications include, but are not limited to: 1) estimate Hawai‛i County-wide bikeshare demand, highlighting environmental justice and equity priority areas, and 2) conduct Hilo, District of South Hilo + Kailua-Kona, District of North Kona, Hawai‘i bikeshare environmental justice and equity analyses. The successful consultant will engage the public to investigate, assess and evaluate appealing, affordable, and productive expansion of PATH’s existing bikeshare system, and submit written reports of the findings, including: 1) cross-referenced county-wide bikeshare demand and equity index maps, and 2) bikeshare station grid-based detail maps for the Hilo and Kailua-Kona areas indicating existing bikeshare stations and conceptual plans for new bikeshare stations to establish priority network connectivity infrastructure links. The DPW’s objective is to support a regional, shared micromobility system that is appealing, efficient, functional and provides safe, equitable access to affordable and reliable transportation options for all populations served, including those traditionally underserved. The work shall be done in accordance with the State of Hawai‘i, Department of Transportation, Highways Division “Project Development Manual”, latest edition, and referencing current, applicable FHWA, AASHTO and NACTO guidance and strategies. The County of Hawai‘i in consultation with the Hawai‛i Department of Transportation (HDOT) has developed guidelines to standardize the preparation of statement of qualifications (statements) by consultants.
