Please note: This is a Sole Source Notification. • The 23 United States Code (“USC”) 504 b requires an LTAP/TTAP Program in each state. ODOT has been administering the Oregon LTAP/TTAP program since its inception in 1984. • Oregon’s T2 Center provides information and instruction in the maintenance of rural roadways and bridges to local, rural and tribal communities statewide. o There are 35-40 different transportation-related classes offered through the T2 Center. Each topic or class requires a SME to provide such services (trainings, updating courses, developing new, related courses). o LTAP/TTAP and ODOT resources are stretched to capacity, creating a need for more qualified trainers to be established in each service category area. ODOT does not have enough vacant positions available to fill the need, nor can it absorb the financial burden of employing that many full-time SMEs. • A Special Procurement is the only procurement method available through which ODOT can: o issue multiple PAs to SMEs in multiple Services categories; and o employ a BVA process through which Services can be awarded and documented in WOCs issued under the PAs.
