Specifications include, but are not limited to: The City of Burlington Department of Public Works is seeking agreements with up to ten (10) qualified contractors to provide services required to complete work associated with both planned projects as well as emergency maintenance and repairs of city utilities. The work can include, but not be limited to: installation, replacement, and repairs of water distribution pipes, valves, hydrants, gravity sewers, sewage force mains, catch basins, manholes, storm pipes, stormwater infiltration systems or rain gardens, pavement failures (sinkholes), and erosional damage throughout the City, including excavation, backfill, paving and site restoration. Work under this on-call contract generally falls into two categories – Emergency/Unplanned Work and Urgent/Planned Work. Emergency/Unplanned Work is work that must be performed immediately and, as such, will have a general scope of work and will proceed based on time and materials pricing under the oversight of on-site City personnel. Urgent/Planned Work allows for a little bit more planning (several days – 1 week) and will include more defined scopes of work for which the contractor will be asked to provide a not to exceed cost estimate. Each of the selected contractors will be expected to enter into a Main On-Call Agreement with an initial maximum limiting amount of $200,000 which will be valid for an approximate three (3) year period (through December 2026) but which may be amended as deemed necessary by the City. Work will only be authorized through Work Assignment Agreements. Executed Work Assignment Agreements will be paid on a time and materials basis and shall be in accordance with Exhibit A (Pricing Schedules). Work Assignment Agreements will include a not to exceed value for the individual projects, agreed to by both parties and based on the scope of the work and information available. Unexpected or unforeseen conditions may warrant additional work beyond the original scope and will be evaluated on a case by case basis. Any changes to the Work Assignment Agreement will be issued in writing.
