Please note: This is a Sole Source Notification. Procuring services from local vendors with skillsets related to serving ADA/AFN community members before, during and after a disaster has been extremely challenging because the pool of qualified local vendors that have the experience and trustworthiness to interact with Portland’s ADA/AFN community is extremely small. In addition, the requirements for these few entities to get COBID certified is beyond their means (especially for Minority-Owned and WomenOwned businesses); therefore, sole sourcing this project is the only viable means for PBEM to accomplish its project goals and ultimately comply with the City Auditor reports. Furthermore, the information and knowledge gained from the consultant’s work on this project will be incorporated in the City’s Comprehensive Emergency Management Plan, with an emphasis on supporting Portland’s ADA/AFN community in emergency preparedness, response and recovery
