Specifications include, but are not limited to: Delaware seeks a vendor with the capability to develop and sustain a statewide Multi-Tiered System of Academic Support (MTSS) that leads to improved instruction and performance for all students, preschool through grade 12. This framework must promote equity and be culturally and linguistically responsive while building the capacity at state and local levels. This work must align with Delaware’s Every Student Succeeds Act (ESSA) and existing state and LEA initiatives including, but not limited to, a clear focus on student achievement, rigorous instruction at the Tier I, Tier II, and Tier levels, data-based decision making, research-based coaching model and a commitment to the state’s implementation of the Common Core State Standards
