Specifications include, but are not limited to: The Delaware Department of Transportation (DEPARTMENT) is soliciting proposals from qualified, experienced Proposers to provide a turnkey ELECTRONIC RED LIGHT SAFETY ENFORCEMENT SYSTEM (ERLSES) as described in this Request for Proposal. The DEPARTMENT operates a statewide Electronic Red Light Safety Enforcement Program to improve safety on its roadways by reducing red light violations. There are currently thirty (30) intersections included in this system statewide. During the course of the contract, the DEPARTMENT may expand the program by adding intersections both in municipal locations and in unincorporated locations statewide. Candidate intersections and approaches for the ERLSES will be identified by the DEPARTMENT. All new camera locations will have a 30-day minimum test period when warning citations will be issued prior to assessing violation fines.
