Specifications include, but are not limited to: The purpose of this project is to develop a FEMA approved State of North Dakota Enhanced Multi-Hazard Mitigation Plan that is compliant with the Federal Emergency Management Agency’s requirements for an “Enhanced State Multi-Hazard Mitigation Plan” as found in 44 CFR 201.4 Standard State Hazard Mitigation Plans and 44 CFR 201.5 Enhanced State Hazard Mitigation Plans. The plan must: • Ensure compliance with all federal planning requirements; • Incorporate a comprehensive integrated process to connect Local/Tribal and State planning; • Contain a detailed description of the planning steps and a detailed description of each agency’s role in the drafting, reviewing, and updating of the plan; • Document the collaboration with and participation of local, tribal and state governments, non-profit organizations, business, industry, and private citizens; • Document meetings to include, but not limited to, agendas, summaries and dated sign-in sheets; • Describe how specific natural hazards, technological hazards, and adversarial threats are identified; • Include a detailed HIRA; • Contain a comprehensive descriptive narrative, as introduced in the “State Hazard Analysis” on the THIRA process used to conduct and aid in the hazard analysis; • Integrate the State-developed Threat and Hazard Identification and Risk Assessment (THIRA) process and data, targets, and conclusions into the Enhanced MHMP HIRA, consequence analysis, and mitigation strategy development and activities; • Ensures the consequence analysis also meets EMAP standards; • Incorporate and meet the requirements of an Enhanced State Mitigation Plan; • Include an analysis of special needs/vulnerable populations in North Dakota; • Integrate data and the conclusions of the ND Critical Infrastructure Program into the plan; • Describe the methodology for the loss estimations, specifically the percent losses for each hazard type; • Describe, analyze, and evaluate the state’s pre- and post-disaster policies and programs to include how and why these programs were identified; • Describe, analyze, and evaluate laws, regulations, local/tribal policies and programs to include how and why programs were identified; • Include an analysis of the mitigation strategies; • Include a section describing successful past and current mitigation actions throughout North Dakota; • Include programs and agencies as funding sources; • Update and develop maps using Esri Shapefile or Geodatabase and completion of the GIS Data Template (attached) in coordination with the NDDES GIS Section Chief, and • Formatted using the North Dakota Mission Area Operations Plan standard design, with final design, content, and process approved by the designated project manager.
