Specifications include, but are not limited to: New Castle County is seeking a qualified consultant to study the UDC and provide recommendedchanges to improve the code and the processes involved in land development. Review shallinclude, but not be limited to:Code Analysis- Review the UDC to evaluate the effectiveness of its provisions and determine wheremodifications or improvements are needed. A comprehensive review shall be conductedwith specific analysis of:o Historic and cultural preservation planning provisions including adaptive reuse.o Environmental standards in consideration of changes in frequency and intensity ofstorms, sea level rise and other climate change concerns.o Redevelopment provisions and other incentive based code provisions.o All concurrency standards.o Affordable and workforce housing provisions.o Signage provisions
