Specifications include, but are not limited to: As part of the Race to the Top: Early Learning Challenge federal initiative, the Office of Early Learning (OEL) is requesting proposals to conduct a Delaware Early Learner Survey (DE-ELS) concurrent validity study. Delaware has a commitment to the quality and effectiveness of the chosen Kindergarten entry assessment known as the DE-ELS. In an effort to do so, OEL plans to contract with an independent evaluator to conduct a multi-year concurrent validation study focusing on the alignment of the DE-ELS to other established instruments. There are two goals for conducting a concurrent validity study of the DE-ELS. The first purpose will be to identify the strength and alignment of the modified assessment the DE-ELS to other comparable established instruments. Secondly, the study will seek to identify whether the DE-ELS assessment being utilized in Delaware is a valid and reliable tool in its modified state originating from the full Teaching Strategies Gold assessment.
