Specifications include, but are not limited to: The objective of the Employment Connection Program is as follows: Move recipients into unsubsidized employment. Make it possible for recipients to meet the participation standard for 12 consecutive weeks. The Employment Connection Program consists of those services necessary to enable a recipient to fully participate in qualified, supervised work activities to earn benefits, to prepare, search for and obtain unsubsidized employment, and to meet the participation standard for 12 consecutive weeks.Participation in the Employment Connections Program is a prerequisite for recipients to receive a grant. Core Work Activities are required and are preferable to Non-Core Activities (permitted subject to limitations). Unsubsidized employment is the desired outcome. The State of Delaware is not considered as an employer while participants are performing in subsidized employment, on-the-job training, or un-paid work. In no case is the State responsible for the payment of FICA or FUTA
