Specifications include, but are not limited to:The purpose of this Request for Proposal is to obtain sealed proposals to develop and implement a survey of Delaware residents to glean information concerning participation, lifestyles, patterns, and trends related to outdoor recreation activities. Survey findings will be used to project facility needs in the delivery of outdoor recreation opportunities that most directly meet public priorities. Projections for needed outdoor recreation facilities will be included in the State Comprehensive Outdoor Recreation Plan (SCORP) that will be published for 2018 through 2023. It is the goal of this Request for Proposal to identify a vendor(s) and execute a contract to develop and implement a survey of Delaware residents to glean information concerning participation, lifestyles, patterns, and trends related to outdoor recreation activities. Design a telephone survey instrument with the Division; • Determine survey methodology for telephone survey, sample size, and survey administration; • Conduct survey pre-test in order to identify any issues with the survey’s content or length and adjust survey as necessary; • Administer survey instrument and collect data from survey sample; • Analyze survey results; • Provide interim reports to the Division during data analysis; • Determine with the Division, survey findings that will be included in the final survey report; • Provide final report of survey findings; • Maintain highest standards for rigorous quality control during interviews and data collection; and • Surveying must meet the scientific rigor standards established by the Council of American Survey Research Organizations.
