Specifications include, but are not limited to: Perform a study to assess the infrastructure and other pertinent facilities related to thedelivery of raw water supplies to SJRA customers in the Highlands ("Study") anddevelop a 10-year Capital Improvements Plan. The study will focus on the maincomponents of the Highlands System, namely a pump station, a canal system and anoff-channel storage reservoir, parts of which have still not been rehabilitated or replacedsince they were first constructed 60 to 70 years ago. He Lake Houston Pump Station A detailed assessment of the SJRA Lake Houston Pump Station is an important part of this study. The pump station, constructed in 1952, is 60 years old. The electrical system was replaced approximately 10 years ago. The assessment shall fully evaluate all structural, mechanical (including pumps, motors, valves, flap gates, pipes, etc.), electrical, Instrumentation and Control (I & C), Heating, Ventilation, and Air Conditioning (HVAC), site and site-access components of the pump station. Furthermore, the evaluation may also require an underwater investigation of the intake system in Lake Houston. The assessment may include an appropriate hydraulic analysis to evaluate the capacity and efficiency of the pumping system from the suction to the discharge into the canal. The assessment will be used to identify any improvements, including the possibility of adding new pumps or replacing existing pumps and associated components in a phased approach, needed for the pump station to extend its service life for another 50 years based on projected water demands and to enhance the capability and reliability required to satisfy those demands. The addition of new pumps might require extending the building that currently houses the pumping components. The Instrumentation and Control System may also include an enhanced monitoring and control system and a Supervisory Control and Data Acquisition (SCADA) system. Finally, the assessment may include the Pump Station Operator s house to identify any improvements that might be required as it relates to operations and maintenance at the pump station
