Specifications include, but are not limited to: The Vendor will serve as or perform as the Administrator of the Texas Statewide Homebuyer Education Program (TSHEP). The Vendor may contract with a TDHCA approved education provider but all training described herein must be provided by a U.S. Department of Housing and Urban Development (HUD) certified, TDHCA approved, education provider. The Vendor will provide at least five in-person days of training annually for housing counselors to attend pre- and post-purchase homebuyer education classes and also offer foreclosure intervention and/or continuing education classes as deemed necessary to meet the training needs of the local organizations. The Vendor may also propose, develop and support additional training tools and techniques (such as webinars, online household training, and web based testing and certification of counselors) which may become part of the TSHEP curriculum in future and will, when created or used as part of TSHEP, be the property of TDHCA.
